#1 you must be in default catagory control panel

How to disable user account control

Default Category Control Panel:

click Start
click Control Panel
click System and Maintenance
click Administrative Tools
click the System Configuration button
click the Continue button (if UAC is active)
click the Tools Tab
click "Disable UAC"
click the Launch button
click the Ok button to close the panel

Now reboot for the setting to take effect

restore service

How to disable system restore

Default Category Control Panel:

click Start
click Control Panel
click System and Maintenance
click Backup and Restore Center
click Create a restore point or change settings (on the left side)
click the Continue button (if UAC is active)
click System Protection Tab (should be there already)
Uncheck your hard drives listed under "Automatic restore points"
click the Turn System Restore Off button
click the Ok button to apply the settings

Indexing

How to disable the Indexing Feature

Default Category Control Panel:

click Start
click Control Panel
click System and Maintenance
click Indexing Options
click the Modify button
click the Continue button (if UAC is active)
click the Show all locations button
click the Continue button (if UAC is active)
Double click "Users" in the "Summary of selected locations"
Uncheck Users directory
Double click "Start Menu " in the "Summary of selected locations"
Uncheck Start Menu directory
click the Ok button to close the panel

How to disable windows sidebar

Windows Sidebar icon in the System Tray (lower right, near the clock display)

Show hidden icons if it is not displayed
Right click the icon to bring up the context menu
click Properties
Uncheck Start Sidebar when Windows starts
click the Ok button to apply the settings

remote assistance and remote desktop

How to stop Remote Assistance and disable Remote Desktop

Default Category Control Panel:

click Start
click Control Panel
click System and Maintenance
click System
click Remote settings (on the left side)
click Continue button (if UAC is active)
Uncheck "Allow Remote Assistance connections to this computer " option
Ensure "Don't allow connections to this computer" option is checked
click the Ok button to apply the settings

click Personalization
click Theme
From the drop down box, click "Windows Classic"
click Ok button

How to fine tune visual performance

Default Category Control Panel:

click Start

click System and Maintenance
click Performance Information and Tools
click Adjust visual effects (on the left side)
click Continue button (if UAC is active)
click "Adjust for best performance."
click Ok button

How to stop theme service

Default Category Control Panel:

click Start
click All Programs
click Administrative Tools
click Services
double click "Themes" service
click General Tab
In the Startup type: click "Disabled"
In the Service status area: click "Stop"
click Ok button to close the panel

update drivers

As with every Windows release in the past, updated drivers fix bugs and also usually increase performance from the default OS drivers installed.

lighten system tray

Remove excess icons from the system tray, lower right they take up a lot of room and increase boot time. Add/Remove ProgramsUninstall Windows Vista features that are unused:

click Programs
click Programs and Features
click Turn Windows features on or off (on the left side)
click the Continue button (if UAC is active)
Check or Uncheck needed/unneeded Windows features
click Ok button

How to adjust for any additional un-needed services

click Start
click Control Panel
click System and Maintenance
click Administrative Tools
click Services
Select a service to adjust by double-clicking
In the General tab, Startup type section, select Automatic (Delayed Start), Automatic, Manual or Disabled.

After configuring services that you changed, restart computer.
